The question "How will you develop your data collection tools?" requires some phase out suggestions.

For developing tools:

1. Check the research design- qualitative, quantitative, mixed; retrospective, prospective, mixed, etc.

2. Check the research question (s)

3. Check the objectives

4. Work out the indicators/ proxy-indicators for measuring SES, measures and tools

5. Plan the data collection methods- e.g. surveys, Focus Groups, In-depth Interviews, etc.

6. Now search for validated tools/ questions

7. If you develop new tool, validate it by consultation and statistical methods

8. You can create some dummy variables/ composite indicators for measuring SE condition

9. Here you go!

It depend the the topic you consider to conduct, if based much in social sciences  qualitative information based on FGD and Observation you utilized  but sometime you may combine quantitative method through submitted questionnaires and structured interview.
