Neural Networks may be a kind of artificial intelligence but really of a directed sort. For most, AI is a computer based intelligence capable of adding to its knowledge base through experience. Strictly, for some, that knowledge acquisition would be part of a self-awareness has yet to be demonstrated. Some would argue that even the best self-learning programs, or those that beat a chess master, are not "artificial intelligence" in that they're narrowly focused upon a single area in which the appearance of intellience belies the limits of the tasks the program is capable of. Artificial savants might be a better descriptor.
Some have suggested that artificial intelligence more accurately describes the actions of politicians who (nameless, here) pretend to a knowledge and understand but who lack either in the realm of legal, politicial, or social complexities.
