Normally using the variable Rotary Oblique Fiber-Element discretization is suitable for monotonic loading in numerical simulation of RC structures because the location of the center of gravity of them are changing and can not be recorded for cyclic loading to identify the loading/unloading/reloading phases. At least based on my experiences if not impossible it is very difficult to be recorded in at least 3 sequence loading cases which is the minimum requirement. Because of it normally the Fixed Rectangular Finite Elements are employed in numerical simulation of RC structural members under Cyclic loading. I intend one day when I find enough free time to examine the variable Rotary Oblique Fiber-Element discretization for the sections of the RC structural members under cyclic loading, but before that time I am very eager to know if somebody has tried it already.
