We used similar types of cell (not exactly same) for water and CO2 electrolysis.

I think you can replace anode materials easily (after couples of time it will be easy job).

For making anode, we will need proper expertise to make proper ink, hot-pressing or spry the materials on GDL.

We used this electrolyser hardware in our research (please, see 10.1016/j.ijhydene.2019.11.011). I think the bare (uncoated) anode GDLs could also be provided by Dioxide Materials, so you can prepare your catalytic layers if needed. Also, you can use any other proper sealing to accurately adjust different electrodes of different thickness and the cell hardware to test any GDLs you like.
