DEA is a fairly straightforward system to use. Usually one takes a series of inputs and outputs of a relatively homogeneous set of activities and assesses their relative efficiency. A straightforward paper is the initial Charnes, Cooper and Rhodes paper in the European Journal of Operational Research in 1978 but there have been thousands that explain the procedure for different industries and sectors.
A simple introduction can be found at www.deazone.com which was set up by Dr. Ali Emrouznejad of Aston university. It is a good starting point. Links to software are there too but as demonstrated it is a fairly simple program to write if you have programming skills. if not there are many free versions out there.
