I think it depends on the particle size, surface area, morphology. Bigger GO sheets are possible using graphite flakes. However Graphene powder may be used as starting material for GO synthesis as smaller size particles are oxidized easily and incomplete oxidation may be expected from graphite flakes due to its large size in the start of synthesis.
