In my opinion and understanding, most law maintains its relevance by way of reform/amendment/precedent, which should, in theory, remediate any aspect that diminishes its relevance. The effectiveness of the process of reform/amendment/precedent is therefore essential to obtaining and maintaining law that is relevant. It would therefore follow that the best strategy to ensure relevant law is to implement an effective process of reform/amendment/precedent.
