I am going to check the effectiveness of tuned liquid damper as seismic control and i want to take sample multi story building with out designing the structural elements. so to take that sample what from which perception to put first cross-section of structural elements with out helping of architectural engineer?
Length/depth or Height/ depth gives you an starting size.
If you are designing steel structures then slenderness ratio is the basic guiding factor. So minimum radius of gyration ry gives you an idea regarding sizing.
The best way is to consider L/d ration for beams and slabs. For columns it would be appropriate to assume initially short columns and take L ( height)/b( least lateral dimension) to start with.
Because you are simulating for seismic control it would be appropriate if you keep column stronger than beams.
How about performing your analysis on a building that was previously designed. Many prototype buildings can be found in the literature.

For reinforced concrete elements and for the purpose of building the model of the building, preliminary dimensions are given to the cross sections of the structural elements.
For the slabs, first the engineer should select the appropriate type of the slab based on the spans, the loads and other factors. The preliminary slab thickness is taken dividing the long span on a certain figure depending on the supports. This is built on the allowable deflection.
As for the beams, the deflection also predominates depending on the span. The engineer should first decide one of the dimensions, usually the width, and then find the preliminary depth dividing the long span on a certain figure.
As for columns, depending on the tributary area, the preliminary area of the column section is identified depending on the normal loads on the column calculated from the tributary area. For rectangular sections, the width is assumed by the engineer and based on the area, the other dimension is calculated.
In summary, all dimensions are preliminary and to be changed if needed after the analysis of all stresses on the sections and this is also governed by the requirements of the code.
