What are best open source software available for the bioacoustic database management and for the cleaning and cutting of the raw recordings of animal sounds from the field? I have previously used PRAAT and now trying out Luscinia. Any other options out there?

Have you checked warbleR ? This is a free R code developed by Marcelo Araya-Salas to streamline analysis of animal acoustic signals.
Probably this is what you are looking for, although you must have some knowledge of R to use.

Praat is also a free softwave, and AviSoft has a free light version. Hope any of these will work for you!
Dear Adwait, we are analysing grasshoppers songs. But may be approach is the same. The diff is ultrasonic diapazone of sounds of our objects. For visualisation and analysis we are using Sonic Visualiser, BatSound (Demo) & Audacity 2.1.3 (Good broken version, can send you if necessary - send me yours e-mail).

I use Audacity for editing sound files. Raven (through cornell) has a free lite version, but I have only tried the Pro version and mostly use it for visualizing and taking measurements, but have heard you can edit as well. Kaleidoscope Viewer through Wildlife Acoustics is also free and allows you to do batch conversions and add/edit metadata, visualize spectograms and do some measurements, but not sure if you can edit the sound file itself (like shortening clips).
Personally I find Raven to be massively unintuitive for editing - I use a combo of Raven/Raven Lite for analysis and Audacity (which is freeware) for editing
I use a combo of warbleR, Raven Pro (Ask for a discount, many countries have special discounts and even free licences), and Ocenaudio for editing. Sometimes for long recordings I use Xbat (unfortunately you need a MatLab licence but Xbat is free). and syrinx is another OLD software but does the job and is free.
I have used Xbat , but as Marco said, matlab is not free. However you can use Octave, an open source alternative to matlab . Everything that works on matlab pretty much works on Octave
I use Audacity -which is free- for first visualization of acoustic files in combination with Raven Pro 1.4. for taking measurements.
Audacity is a free software of sound analysis. Free version of Raven is limited to perform measurements.
Baudline is a realy good scientific audio analysis and visualization software. But it is limited to linux systems.

Another option is to try the Package
Bioacoustics for R. https://github.com/wavx/bioacoustics/ however its more focused on the analytical part than the database management or file edition and organization.
I recommend to try soundgen, seewave, Bioacoustics or warbleR packages in R.

Raven is a good option, but I think it depends on what country you are in, I applied for a license to the cornell laboratory and they gave it to me for free.
I use Audacity to see/hear the acoustic files, not super complicated and free!
