you can straightaway do the measurement on ZnO powder.
However if you still wish to make a pellet for some reason, you should the ceramic processing, which involves taking the well reacted single phase powder ZnO, mix 1 to 2% PVA (freshly made, do the granulation, compact the same using a hydraulic process, and then try to sinter it at convenient temp. you can find the sintering temperature from the literature, probably 1000 degrees C, for two to three hours should be sufficient. You will thus get a dense compacted pellet.
Pl. Note the binder PVA will burnt out during the sintering process. Consult anyone who is making ceramics in your institute.
