The pH should be as close to physiologic 7.4 as possible. What is acceptable depends also on factors such as the volume of the single dose and if it is a bolus or infusion. With low volumes wider range of pH can be tolerated, since blood has some buffer capacity, although injections may be painful. For larger volumes using non-physiological pH can cause phlebitis or chemical reaction with catheters. The very general guideline is between 5.0 and 9.0, but it depends on many factors. So I guess you should try with buffers or different salts perhaps. And don't forget about osmolarity.
