For active single or multiple debris removal missions, what are the main criteria factors for selection of specific debris to be removed?

With consideration of orbital situation of any debris (like Envisat that has two cataloged objects in the same orbit), which debris selection factors for removing can increase the mission efficiency and also decrease the mission cost?

In another word, for a real debris removal mission which debris selection parameters are needed to be considered?

Hi, for inactive satellites or debris in LEO orbits (where the density of debris is very high) the selection criterion would be driven by the decrease of the mission cost. Indeed, whatever the debris that are removed, the goal is to decrease the probability of collisions with active satellites. For removing inactive GEO satellites the problem is different. The goal is to liberate a position for a new GEO satellite.
