Although the revelation of this verse is the story of the Israelites ( بنی‌اسرائیل), and some translators have written and translated it about the victory of Moses(موسی) and the Israelites over the Pharaohs and their destruction, but according to the rule of The rule of "AL-'Ibrah Bi 'Umum AL-Lafzi La Bi Khusus Al-Sababi" (العبرة بعموم اللفظ لا بخصوص المورد)

a general generalization can be made for this verse. and made it mean the absolute power of the oppressed in any era at any time.
