What is the reason for my failure in the production of hollow nanofibers?

Hello. I am making hollow nanofibers using electrospinning technique and coaxial needle. My efforts have not been successful so far. I use PVA polymer for the shell and mineral oil for the core. Even though the PVA comes out of the syringe and the Taylor cone is visible at the tip of the needle, surprisingly no traces of PVA can be seen on the aluminum foil or anywhere else. What do you think could be the reason?
