First, I would like to know why did you use the combination of Hypromellose E15 an E5? To get a better viscosity for the polymer or something else. Usually, in the film formulation, we tried to combine on polymer with others to get a better properties in regard of tensile strength and elongation. Thus, you may try to combine it with other polymer.

The use of PEG400 seems already correct. However, you have to pay attention on the drying temperature and its drying method since your film formulation has a lot of water content.
