This shall work - but you have some hurdles. At first, you may have to use a large number of LEDs. As far as possible, try to use high power LEDs. But, most important thing is to find whether the wavelength of LED UV is suitable to suit your needs. If UV LEDs with different wavelength of emissions are available, check different LEDs for their efficieny in producing OH radical.
Thanks Eswar for your answer. LEDs do have suitable wavelength. Plus, the no. of LEDs to be used depends on the several factorsm which we need to optimize.
