I would like to calculate the hydrological budget (HB) of the region which is partially covered by forest and heavily influenced by human activity. As I understand, the hydrological budget is largely dependent on the following factors (i) moisture contribution (regional and local), (ii) evaporation from the local water bodies, (iii) and evapotranspiration from the forest.
Is there any way by which we can calculate the hydrological budget from any region using the factors I have discussed above.
Also, it would be nice, if someone can suggest any papers to calculate the HB of the region.

The water budget equation and hydrological budget equation both are identical terms. The budget is simply an equation showing all of the inputs into the system minus the outputs of the system which results in the change of the amount of water in the system under consideration.
The equation can be expressed as P – E – ET ± SRO ± GF = ΔS
where: P is precipitation, SRO is a surface runoff, GF is groundwater flow, E is evaporation, ET is evapotranspiration, and ΔS is changing in storage.

It would have two parts; water availability and water requirement.
Adding to the variables already identified by you will be the water requirement for the cropping done in the region, and the water requirement for animal and human activity & for industrial use.
I imagine that you have to know the volume of the underground layers and the average rainfall of a region, it is also important to know the average flow of the rivers in the region, at least 20 years.
