Expression of mRNA OF IGF1 of the tissue?

mRNA of IGF1 in the blood can represent or express IGF1 of tissue or it represents a junk of mRNA of IGF1 of the tissue thus it can not express the IGF1 of the tissue. so, we have to collect sample from the tissue to get expression of IGF1?
