I want to recreate and update a 1992 willingness to pay (WTP) for improved water quality study that focused on a newly implemented (at that time; 1990) basin-scale conservation effort (riparian forest buffers) in a small agricultural watershed in Central Iowa. This effort is now almost 30 years old and I'd like to examine the total economic value generated, and update the willingness to pay data. The original study used an open and closed ended contingent valuation format to determine max WTP. I am not sure how to set up an ex-post willingness to pay question for this situation. If anyone knows of any studies that have a similar context, or otherwise have suggestions, I would be most interested. Thank you.

You could set the WTP question similarly as in the original survey. In addition to that, you would need to determine how the water quality parameters (as analyzed in the original study) changed over time in that water basin. This would include current water quality lab analysis and questions in the new survey (quality change as perceived by respondents). You could also add questions related to the perceived economic impact during the time since the original survey. However, most of information of economic impact will come from sources other than the survey, for example IMPLAN (direct, indirect, and induced economic impacts) or Census data. After completing the survey, you would link current WTP responses with water quality change over time and economic impact over time and determine how they affected WTP estimates (increased, lowered, or stayed the same) in addition to other variables (including those in the original survey).
