Estimation of the resistance of sediments containing gas hydrate?

What is the most accurate way to calculate the resistance parameters (adhesion and friction angle) of sediments containing gas hydrate, if there is no possibility of geotechnical tests? Can you introduce a specific experimental relationship (sediment type: silty clay)?
