I agree with Maxim. I would add that as someone said (in a similar similar discussion), there are two languages: English und Mathematic. We should deal with this fact.

If you want lots of scientists from all over the world to read your articles, you have to publish them in English: people who do not speak your languge will most probably not pay to get your article translated to English or their language. So, the best solution is to learn English and become so good at it that you won't need to pay for translating or editing your texts. Of course, learning takes time but it will really make sense.
