A good is not judge on the basis of difficulty and complexity or how difficult to answer. But it should be judged on the basis of its simplicity and clarity.
The purpose of statement of research is narrowed in the form of research question statement.
Question statements are interrogative statements that narrow the purpose statement to specific questions that researcher seeks to answer in his/her study.
Research Questions are typically framed at the end of the introduction of the statement of the problem section or immediately following the review of literature.

Begin with how, what or why
Specify the independent, dependent and control variables or specify a phenomenon
Use such words as describe, compare, relate or indicate the action or connection among the variables.

SUGGESTIONS FOR FORMULATING RESEARCH QUESTIONS
Adequate formulation of research question statement is one of the most important parts of research. However, there are some suggestions, which if followed, result in good research question statements being framed.
Research questions must explain the relationship among variables.
Research questions should not be vague e.g. what is the issue of illiteracy.
Specific problem to be solved must be indicated e.g. what is the effect of intelligence on achievement?
Research questions should be researchable and feasible. these must be within the reach of a researcher and must contribute to the quantum of knowledge.
It must specify the activities of the researcher. A good research question monitors the researcher's efforts.
It must not involve any philosophical issue or value judgement.
It should be observed that the problem's solution fills the gap in the existing knowledge or helps resolve some of the inconsistencies or the interpretation of known facts.
The scope of the investigation or the limits within which the problem is to be studied must be mentioned explicitly in stating a research problem.
Thanks for giving an elaborate answer as to what is a good question; this can help setting up a good question paper for research students. However, why strictly debar philosophical issues and value judgement, as a big No? Sometimes, such issues are important for the end-user/society of research. If one does not raise such issues, heartless investors in research may tend to promote tricky deals e.g. in genetically modified food with dubious gene additives like anti-life terminator genes, carnivore contents, biological weapons, war materials, etc.
Good question, thank you in advance. I think, we usually describe any question as a good, if it gives a clear idea with few concentrated words about that issue.
1. Questions with a common topic..resulting in 99+ answers and an endless number of followers and reads.
2. Questions with a special topic ...resulting in 10-15 answers, some followers and a more or less high number of followers and reads.
Concerning the idea of RG, those with a low number of answers followed and read by a lot of RG members should be the most valuable questions

Agreed with George. To me a good question is a question that prompt people to think deeper or wider before providing an answer. If “good question” come from the mouth of a person that supposed to answer the question - indicating not many people really consider the thinking / thought process of the questioner. Some people say “no stupid question” meaning all questions are good questions which means they really expect good answers from everyone after some serious thoughts.
A good question according to me is a question which tends your mind to think beyond imagination may be out of box thinking which ultimately creates interest to find out the answer.
