To answer this question we have to first look into the history of use of English Language in India. The erstwhile Imperialist Britain wanted clerical manpower for the management of its East India Company and hence the designed curriculum. But now with the globalized world, one cannot reject the significance of a language since we need a common mode of communication which is understandable. At the same time one cannot generalize that only english language can bring in Human development and economic growth. A well mix of workforce which has sufficient proficiency in their desired language can bring out the expected results. Hence the policy makers as well as the academicians should frame and educate a curriculum that suits the national interest which in turn will bring all round development of individuals which in turn will push India to greater heights.
I think that the primary education should be in a vernacular language. It helps in enhancing the grasping capacity of learners. Thereafter, one may shift to English medium for higher learning or professional education.One who understands better and grasps better, can easily master the higher education.
I feel the main focus should be given in the learning outcome. However, employability can't be ignored. As in India in most of the cases English is used as main medium for communication with outer world, proficiency in English is must now a days. Considering the facts we can say, development of sound knowledge base followed by proficiency in English is essential today. There are many ways to improve English proficiency without going to English medium school. So,it is upto the learns how they wish to go about. Also, the policy maker should look into this and identify best possible way to address our need.
