Dr. Ahmad, do you know the disadvantage of publishing through SUBSCRIPTION SERVICE ? on Elsevier ?

The best way to be fixed is to submit two papers both for Elsevier and for IEEE. Nevertheless, I think that Elsevier is more oriented to the European British English area and that IEEE is rather for American English zone, but it's just an opinion, I'm surely wrong !

IEEE also has open access for some journals. However, I believe this is not the best approach, peer review is. Unfortunately sometimes it takes too long and other papers are published while you're struggling with reviewers requests. It happened twice in my case, but that is a risk I prefer to take.

the main difference is the quality of the journals (i do research in power electronics, IEEE is much better than elsevier in that area). However, publishing on ieee journal is much harder, usually. Good luck.

I do believe that IEEE Trans. on Power Elect. is much better that Elsevier Power Sources. However, it is much harder to get acceptance from IEEE.

Hi all, Thank you very much for all of your valuable comments. The "quality difference" is very clear. In the end, as long as other researchers are citing it and finding it useful, that's all that matters. I have seen Elsevier journal submissions with 100+ citations, so, obviously, you can get quality journal submissions there.

My question was primarily about the difference between a) paying OPEN ACCESS fees for $3300 vs. $1750 for IEEE, and b) making it subscription based, so, there are no fees for me.

Both Elsevier and IEEE support open access fees (for the same journal). So, is it true that, if it is OPEN ACCESS, there is no peer review process ??? I am missing something here ...

Elsevier open access is peer reviewed. The difference is in the dissemination costs. Under the subscription based agreement the publishing company abosrbs the costs, but the end user has to pay. in open access the author pays for the access instead of the end user. What you must weigh in is that open access will help you in getting the publication to the end user faster and cheaper, this helps with professionals or students who are not willing to pay charges to access the content.

In both models you relinquish copyright privileges to the publishing company. However, under the open access (depending on the policy) you have greater reuse privileges than with subscription based copyright. under the creative commons for Elsevier the only restriction is that the only person that can resell the work is publishing company.

I am an academic. Since I don't worry about making money from the article, it is a zero concern to relinquish copyright ... We have to do this for IEEE conferences too.

My only worry is GETTING IT TO OTHER ACADEMICS ...

I have a follow-up question : Getting deep with the copyright rules ... what happens when you post your own publications on your own site ? NOT with the intent to make money, but, rather, to disseminate it ... To anyone that wants it ...

Since you relinquish copyright ownership, it depends on the specific agreement clauses. Since the publishers go through the editing and printing (including web distribution which require server maintenance) trouble for you (or hopefully they do), they in return expect to profit from it. That is why dissemination is restricted under most publishing agreements. Under Open access solutions, the assumption is that you cover for those expenses so you are given the liberty of having your publication for access to your audience without having them to pay.

However under some non open access agreements there is a clause such as "Sharing individual articles with colleagues for their research use* (also known as 'scholarly sharing'" (this is an Elsevier clause). This falls under the fair use exemption of the copyright clause.

Usually, 'SUBSCRIPTION SERVICES' are arranged with institutions. Elsevier is good in this service.

Submit first to IEEE, and if they turn you down, only THEN submit a cleaned up paper to Elsevier.

In my opinion, Open Access will be the way of the future. Also, it is very hard to get good reviewers that really take the time to provide constructive criticism. I think very soon you will see a peer rating system similar to purchasing products online. That is probably a more useful system anyway as you will see far more reviewers and get a good overall average review as well.

If you have time and you are not in a hurry to get your paper accepted and published, you can try with IEEE. otherwise, ELSEVIER is much better.

It may be too late for this particular paper, but it could be worth your while checking whether the journals in question allow for the possibility of green open access i.e. posting the author-prepared version of the paper (but nit the journal's article PDF) on a repository like arXiv.org or, say, at the author's personal web site.

Of course, this probably would NOT suffice if you are officially required to publish open access by, say, your university or your grant agency.

Also let me note that many Springer journals let one share the articles via ReadCube so that they can be read by anyone (but cannot be downloaded if one has no valid subscription) who has a sufficiently modern browser to handle enhanced PDF; for instance, the published version of my recent article Integrable (3+1)-dimensional systems with rational Lax pairs can be read in this way here: http://rdcu.be/Dkwh .

This can be a reasonable substitute for open access ( unless one is officially required to publish open access by, say, the university or the grant agency ), but again one should check this for each journal separately whether this feature is available for it; see also https://www.springernature.com/gp/researchers/sharedit for details.

i think in many journals you can select the mode of nature such as open access, Not every journals have a publication fee. very easy step to follow, to find the free and appropriate journals for your research articles.

IEEE Journals most of the times are bias, they prefer to publish paper from well known scholars....
