Yes, you can use fly ash of forest biomass as cement replacement in concrete. It is similar to rice husk ash, but have to analyse the chemical composition of that fly ash ... means how much silica or calcium is available. Rest particle size also matters. If its particle size is very small then can be used as cement replacement, if its size is large then can be used as fibrous material or fine aggregate replacement.
Finally say...a good idea of new work.
A much better use of the forrest biomass is to grind it up and add it back to the
soil to replentish the nutrients in the soil.
Ye you can use as long as it was tested for its freeze-thaw resistance. Because some ashes does not provide a suitable air-void system required for freeze-thaw resistance.
The book called 1491 gave an example where the Amazon " Natives "
made charcoal from their forests ( not ash ) , then combined it with
broken pottery, and organic nutrients to produce a rich soil that had
a productivity of 880 % of soil with charcoal alone. Making charcoal
produces far less CO2, and the Charcoal provides a surface that
nutrients stick to, and the variety of bacteria in the soil is far more
diverse, which is needed to grow crops, and trees that produce
far more of the edible fruits and nuts. The broken Pottery retains
both moisture, and air to also help the soil be more productive.
There are much better things to do with organics that can feed people
more productively than buring it to ash, and combining it with concrete.
Even grinding it up, and mixing it back into the soil is better than
burning it to ash.
