Does the technical production of university professors (patents and published articles) require specific value allowances?
If Yes, propose a value deemed appropriate of this allowance.
It is very difficult to allot any cash prize for any such activities to a researcher or a teacher. The authorities themselves feel strong but hidden jealousy. The colleges may express open jealousy. If such arrangement may be made from the end of any stronger authority and if it is given actually to a qualified person, he/she have to suffer and tolerate jealous behaviour and hidden enmity for rest of the life.
The satisfaction obtained for a patent or a good publication is the best prize!
Patent deals depends on the productivity of the idea in terms of its feasibility. Not every patent works (truth !!!!) . Just holding a patent is what ??? I do not know ... Shouldn't it be viable !!!
Ask people @ Fraunhofer Society , they have lotssss of patents working . e.g when I worked as an intern in Philips , they used one of the patents there !!!

Yes! It should be.
1. Publication in standard Journal must be acknowledged, recognized and attached with some financial benefits
2. If the researcher is earning patents, must be rewarded highly.
There are supposed to be bonuses to encourage the teaching staff to produce more valuable articles.
