If we test TDS (total Dissolved salts)by conductivity meter for water sample
And test cations and anions by IC
Should the summation of cation and anions be lower than the calculated TDS tested by conductivity meter ?

Measurement of TDS from conductivity meter is just approximate. Summation of all the ions is better. And gravimetric method for TDS is best.
Mostly yes, because Total dissolved solids (TDS) are the sum of all ions that are smaller than 2 microns (0.0002 cm). This includes all of the dissolved ions that make up salinity concentrations, as well as other compounds such as dissolved organic matter. In freshwater, TDS is approximately equal to salinity and In wastewater or polluted surface or ground areas, TDS can include organic solutes (such as hydrocarbons and urea) in addition to the salt ions.
Summation of ions are more correct to measure TDS than other methods such as Gravimeter or conductivity meter,
