If DO is 6 mg/l and NO3-N is 14 mg/l (COD - 30mg/l and remaining NH3-N- 15 mg/l), is this conc. of nitrate inhibiting further nitrification?

If you experience that a nitrification experiment stops with those conditions you should look for other reasons. I would check if the pH first.
14 mg/L of nitrate cannot be inhibitory for any microorganism. Check pH and temperature first. And alkalinity is not tended to be inhibitory since salinity and pH inhibitory conditions will be reached much earlier if you increase alkalinity.

pH is indirectly gave us an idea about alkalinity of waste water. domestic waste water usually has pH 7-8 which is enough to deal with alkalinity requirements.
