It is my passion to do and publish research materials. There are a lot of data in the hospital that needs attention from the research communities, managers and policy-makers. Problem is that there is no accredited Research Ethics Board on my area, my hospital is a level 1 health facility, and needs expenses which hinders my publication process as a freelance research or passionate to publish these data.
I do not see an easy answer to your problem. If you are the only person working at the hospital who is likely to do any research, then the hospital is probably not going to set up an institutional review board (IRB). The objective of an IRB is to protect the rights of the persons who are involved as subjects in the study. If your plan is to use existing hospital data for your research, then I believe the main issue for an IRB would be ensuring that the data on the identity of the study subjects, be they patients or even persons who work in the hospital, be kept anonymous/confidential. Perhaps it would be possible for administrators in your hospital to work out an arrangement with another institution in the area to review an occasional study protocol from you. Very often, protocols that use existing information can be reviewed just by the chairperson of the IRB and deemed not to infringe on the rights of individuals. Therefore, they can be deemed "exempt" from need for review by a whole committee, and you can proceed with the study.
