These microstructural features which you are asking about describe the properties of martensite which is formed by the shear (diffusion less) transformation of austenite. thus, these features also depends upon the the prior austenite (GBs and chemical composition). As tempering only involves the diffusion of C atom and not the movement of GBs and also not support any change in orientation of microstructural features present, thus it can be concluded that tempering does not affect these microstructural features. Only those treatments which involve the diffusion/movement of substitutional alloying elements and GBs are responsible for any changes in these microstructural features.
