You should be able to do this (or something very similar to it) in Excel. But you might need to download the Daniel's XL Toolbox plug-in. This plug-in will help you get different error bars/CI-bars for each study.
You should also be able to plot the CIs and stuff in R or sigmaplot. It's simply ordering the effect sizes and calculating the CIs. These CIs you should be able to calculate quite easily. Note sure what the shaded area is? The avarage effect size CI? If so you should also be able to plot that using R (not so easy with background graphics, but maybe change in illustrator or free PDF editor), use the ggplot2 package.
