Does it qualify inequality or discrimination in the appointment of high positions in the public and private to favor particular External Universities

I have been curious to see appointments being for those scholars from particular universities in Kenya and those from Europe,the US and some parts of Africa and have failed to see those from other public universities.

I am therefore interested to know whether such papers had been written before to understand whether it is favoritism,potential of the universities or something else. May be where(University) are the panelist coming from etc?
