The influence of local gravitational potential - not gradient - on luminal speed in the vicinity of stellar objects was already discussed by Einstein some 100 years ago. Taking into account that ubiquitous cumulative local potential originating from remote masses of the universe is about 106 times larger than the superimposed local gravitational potential at the sun's surface it appears obvious to ask for the cumulative effect on luminal speed.
