There is evidence that topical steroids are absorbed systemically. When one eye is treated with topical steroids, the contralateral untreated eye may be affected by the systemically absorbed steroid.

I agree on systemic absorbtion, that is why is recommended to press on lacrimal punctum for 30 sec. to prevent systemic effects of topical agents -eye drops
It is very important to apply digital pressure at the lacrimal sac for one minute after applying the steroid drop. The increment of IOP depend also upon the typo of steroid that you are using. Loteprednol has less effect increasing the IOP.
If the corticosteroid eye drops are applied in only one eye, the raise of IOP can occur in this eye. On the other hand, If the corticosteroid eye drops are applied in both eyes, it is possible the raise of IOP occur in only one eye.
