Sunrises that occur usually every 11 years cause specific climate changes and weather anomalies on Earth. The effect of these solar suns is also the emerging effect of El Ninio in the oceans, changes and increasing the activity of water currents in the oceans.
Some research subjects of this issue relate the solstice of solar activity with human activity suggesting that in these years more dramatic political, economic and other events occurred.
On the other hand, paradoxically, in the last dozen or so years, the activity of Sun decreased. Despite the declining solar activity, the greenhouse effect on Earth is accelerating, and the ozone hole is expanding what can adversely affect human health and change natural ecosystems.

Not sure, what you are talking about, as you throw around a number of words, which do not seem to fit. Sunrises, for instance, occur every 24 h, on average. Even at the polse, there is tops about 6 months between sunrises. So "occur every 11 years" seems to be odd. Are you referring to the cycle of solar activity? If a difference in solar activity would influence human behaviour - nonwithstanding any correlation, which would not mean causation - why should it? Well, considering - and I have not heard that solar activity does influence that - that it might influence weather in a way you describe, e.g. causing El nino, increased stress might lead to more stressed out behaviour, i.e. more aggression, etc. But I don't see a way how the solar activity can directly influence humans.
