Johanna Bosch It looks like thrips. If it crosses Economical threshold level and creates significant loss of your crop then you may use fipronil or any combination of fipronil and acetamiprid for effective management of it.
Sucking insect. You must spray any systemic insecticide for it's management.

It is Frankliniella occidentalis or trips of California, or flower trips.
I think it is Thrips, but you don't need to control it if it's number is low, there are many natural enemies can control it.
