Zeta potential varies significantly with ionic strength (salt type and concentration) and pH of your solution. That means you could control the zeta potential of your membrane by pH and Ionic strength. Polyethersulfone (PES) ultrafiltration membranes might be appropriate for your experiments.

But in reality, people generally dont want to change the composition of wastewater (such as addition of acidity or alkalinity). So it is usually means the zeta potential at pH 7 when people mention about the membrane zeta potential. Polysulfone membrane should be the best option in this case. but the zeta potential of such kind of membrane is usually just around -30 or -40 mV, so I came here to ask if someone know this "exceptional membrane“.
