As you probably know the RA-2 data are ENVISAT Radar Altimetry bi-frequency images. Such images are not "raster" like the common images that are used into the remote sensing processing software, neither are processed in the same way.

Concerning software that can open such files, you can use for example the "Basic Radar Altimetry Toolboc (BRAT)" from ESA and CNES:

If you are using Python, then the GDAL library can be used to open .N1 files with the data= gdal.Open('filename.N1') and the raster=ReadAsArray(data) functions. The metadata information of the .N1 files can also be read with the GetMetadata() function of GDAL.
