The goal of project planning is to better define the scope of work of a project in order to meet both the owners’ expectations and the project requirements in terms of budget, time, and performance.  The ability to execute the planning effort with the right team and the right dedication of resources is paramount to project success.

Success during the start-up phase and later phases of a project depends highly on the effort that goes into the scope definition phase as well as into the efforts to maintain the integrity of the project scope definition package. The engagement of the owner during the early stages of defining the project’s cope is a critical step of project success.  The owner’s role in the process must focus on:

·         Maintaining transparency of the planning process

·         Managing risks adequately, especially with respect to pending funding approval steps

·         Enforcing frequent consultation of all parties during the process

·         Ensuring a complete scope definition with active involvement of design professionals

 Addressing client requirements fully and early on  Owners must understand that not all projects are created equal

I think that many people (architects, Engineers, and so on) are unable to predict the time for a construction. However, I think that if you can design a building or it's infrastructure in a short period of time, you may acquaint the construction time it may have to be build, using quantification and if you know anything about BIM, you, vfor sure can do that.

To understand the question better, Is the question focusing on relative/ percentage time ranges of each activity in the total life cycle stage?

Thanks for your answers and comments. Indeed, I also feel that it is hard to define a certain range for each stage. 

But I am wondering if anyone has got some statistics on the probabilistic distributions of the periods. For example, 80% building projects in Singapore maybe constructed within 3 years... something like this.

Well, it is true that uncertainties and the entities involved can lead to quite different time to complete a project.

I was originally trying to figure the time ranges for each main stage during the life time of a project.

eg. a to b years for planning stage; c to d years for design stage, and so on.

not into specific activities or tasks in each stage

the percentages of time that each stage accounts for is also good.

eg. planning stage usually take 5% of the life time of a building project

information like this, but it may be a bit too ideal since it can be quite uncertain and various.
