Does anyone know a good binder for PTFE-modified polyethylene wax?

we are searching a binder or resin for PTFE modified Polyethylene wax for the following purposes:

- to obtain a stable and dispersive emulsion

- to apply this product by dipping process (padding) on textile mesh

- to achieve suffcient bonding between coating and textile surface

- binder must be FDA complaint

You can try Ethylcellulose in solvent (Eg. Ethylacetate).

The coating won't be solvent resistant of course.
