I am conducting a qualitative research on Building Information Modeling in Australia. One part of my research is to collect data from public sector regarding their interest on BIM. I am not sure what approach is the most suitable for that. I have taken into account some ways comprising face-to-face interview, phone interview, questionnaire and on-line survey via Survey Monkey but still not been sure yet. Your research questions might guide the selection of a particular data collection methodology. It sounds like you might be interested in learning opinions of several groups of stakeholders within the public sector. I would recommend looking up the work on mental models approach. The approach uses in-depth interviews. I think both face-to-face and phone interviews are appropriate. You might also consider the work on information richness. Phone interviews do not afford the same rich communication exchange as face-to-face interviews. As a result, they will likely be shorter and leave you with less elaborated answers from your interviewees. However, they are certainty a more cost effective way of data collection.

In addition to what Yulia has said.....you might consider social constructivism approach and used methods that are based on workshops where stakeholders have the chance to exchange ideas and develop a common understanding of the subject matters such as card sorting, free listing, nominal group technique, etc.
