There are all sorts of natural 'cycles' occurring for various domains, across a huge range of spatial and temporal scales from daily to tens of thousands of years - correlation does not mean causation.
I doubt it. Solar wind has no cycle of 11 years, it is the Sun itself that has a cycle of maximum/minimum activity of about 11 years, after which it changes polarity, so you also have a polarity cycle of around 22 years long. The solar wind is composed basically by low energetic polarised particles that can have effects in space but they are basically stopped by the Earth's magnetosphere. Then you have that during solar maximum, fast solar winds partially shields the inner heliosphere from the galactic cosmic rays coming from out of the solar system. Those are very high energetic particles that can cross the magnetosphere and have a limited effect in the upper atmosphere. The possible actual effects are still to be determined (not my field, so take it cautiously from here on), but I do not think there is any chance that at ground level these particles will have any direct effect, meaning you should not worry about their direct radiation. The only possible effect would be through small weather changes and even that I am not sure if it has been really proved.
