I am afraid that not a European neuropterologist is needed for identifying a Hemerobiidae collected in Taiwan. Could you show a detailed photo on this insect?
John Oswald at Texas A&M University maintains an extensive, searchable database of Neuropteran literature that is particularly strong in taxonomic material. You can find the database here: http://lacewing.tamu.edu/bibliography/. I woud suggest searching it for any literature on Hemerobiidae of Taiwan as a starting point in your identification efforts.
