For my PhD, I would like to induce sadness, anxiety and a neutral state by using videos in an online experiment. The German copyright law is very restrictive and offers from professional studios are hilariously high.
I am glad for any recommendations which are at best in line with creative common licenses.

There are other ways of inducing negative affective states such as anger, sadness, and anxiety. One is to have participants do a story writing task, which they can do in an online study. We used such a story-writing task to induce sadness, anger, and neutral state. The induction methods are described in a paper that can be found at the link below. Hope it is helpful.

Color and sound figure heavily in the way people feel. An overdose of the color blue will make you sad (blue). While yellow is a happy color it will induce anxiety if is overly abundant. The use of a video would depend on how much you were able to isolate the participant from other input. I would think it very easy to create the video yourself : shades of blue spiraling down and away while somber music plays or changing shades of bright yellow flaring up on a screen with a persistent blue light flashing in one corner and jarring music (cymbals crashing). For neutral there are any number of documentaries out there that are mind numbing.

It depends, what is the goal. I am not tfamiliar with the German law, but usually you have certain opportunities. 1. Use Videos from youtube/video and ask authors for permission to use them for research purposes (I hope you plan research). You can combine several videos in order to induce the emotion you need. 2. You can use parts of the known movies. This will increase the Halo effect. If it is a known movie and you show only a short part, participants will get induced the main emotion transferred by the movie. Talk to your university lawyer. Usually you show to participants about 1-5 minutes video. Think of sad moments to induce sadness or of fearful for anxiety. In my experiment I showed a boring # minute video with a lesson on philosophy of 'thinking',with professor sitting and not even moving arms. I made all my videos without sound and with subtitles. It worked fine for neutral emotions.
Write my directly,if you need my videos but you will have to gather all permissions from authors assumably.
Important: pre-test all your videos and check whether you induce right emotions. I can send you an example of such manipulation check if needed.

Are the IAPS (International Affective Picture Series) in line with German copywrite law? If I remember correctly, all you need to do is sign a usage form and cite the developers at the University of Florida.

I don't know anything about German copyright law but I am currently working on the idea of idiosyncratic stimuli.
Basically get the participants to choose the films that make them feel the emotion. Although it make between participant comparisons a little more tricky I have found you can get a much stronger emotion. On the copyright side presumably the participants could bring in a DVD they have of this and that should satisfy any copyright.
