Due to my opinion the band belongs to the OH-.Vibration: wavenumber and band shape are typical. in your spectra you see as a shoulder a second "site" of -OH. Due to WWW there are Merryfield resins which have some OH. (Secondary) Amidbands should have a Maximum around 3300 and have often not a such a broad band shape.

Thank you for your answer. I don't understand WWW, does it mean water? Also I have an additional question about the peak around 1700 cm-1. If we see the IR spectrum of Merrifield resin (in the attached file from the above reference mentioned by Shivani Verma), a strong band around 1700cm-1 is observed, does it a overtone? Because such kind of band also seen in my spectrum and overlaps with the -CO group sometimes.

I´m not an expert for Merrifield resins, I looked in the Internet for some structures mentioned with Merrifield; due to its basic of crosslinked polystyrene you shouldn´t see HO-bands at 3400 or Carbonyl bands (C=O) at 1700-1800 cm-1 unless the crosslinking unit has such groups. But due to the fact that Merrifield is a synonym for reactions supported by solid phases, resins may be altered for better "supporting" (e.g. chiral sites)
I find the band around 1700 at around 1750 (zooming in the spectra) and therefore it shoud belong to an ester ; Aldehyds and Ketones and free acid are often found around 1700-1715, those bands may be shifted due to conjugated unsaturated groups like the carbonyl vibration at 1650 in Benzophenone compounds.
Esters are found normally around 1735 but can be shifted to higher frequency by substituents.
Due to my opinion the band in the figure named C-Cl isn´t a C-CL Vibration (C-Cl stretching around 700!!); it should belong to a CHCl bending deformation;
Due to no Information of IR technique (ATR, Transmission, film, pellet) and transmittance axis with no numbers it is a little bit tentative to say something concerning overtones.
The bands in the merrifield resin between 1800-2000 should belong to a Phenylring; For Toluol those bands are 1970/1945 1870/1855, 1805 and 1730 (less intensity than the other five/three) but you need a film with 100 microns to see them in Transmission mode clearly; in ATR technique you can´t see them.
