Jaxodraw, http://jaxodraw.sourceforge.net/ might be useful-it was created for drawing Feynman diagrams, but can draw any graph, in fact.

I use it to draw network diagrams also but is not free.  However, may be you can test use it by downloading some trial versions from Internet.
