I am conducting research in the field of agricultural drought analysis. I am using 36 years of soil moisture dataset, for which I want to calculate drought index based on annual mean of soil moisture. Will this analysis be having some valuable meaning? Since in most of the literature I see the similar analysis is mostly done on monthly or seasonal basis and was termed as the short term drought analysis.

I want to mention one more thing that the dataset I am using is satellite based (i.e. depth of measurement is shallow 0~5 cm) which confused me to call annual mean soil moisture as long term drought. Any valuable comment will be appreciable.
