A candidate for promotion to associate professor, published three of his/her papers in a predatory journal. Two of the articles are very good. His/her promotion was rejected because of that. Now, is it ethical to republish his/her good work in a peer reviewed journal?
The simple answer is a big "NO". Any reputed journal uses software for checking plagiarism. If there is more than 25 to 30 percent overlap. the manuscript is rejected. So if you try to republish, you get 100 percent overlap!

We learn from from our errors. The Professor should avoid predatory journals next time.
Assuming s/he did not know it was a predatory publisher, and has tried to withdraw the two very good papers, I will try to take a more conciliatory stance. Make improvements to each of the very good papers, and add an initial note to each that "an earlier version of this paper was inadvertently sent to the predatory publisher XYZ, and subsequently withdrawn."
PS. S/he would be liable to pay any new expenses out of her/his own pocket.
Subir Bandyopadhyay I understand and respect your answer. To ask a different question, what is your stance if the 2 papers were only 'published' on the Web? E.g., ResearchGate or on a personal page. Can s/he offer them to and publish them unchanged in a printed journal?
Even if he or she did not know about fake/predatory journal, still not allowed to do so.
I think that in order not to infringe copyright in publishing what is found on the largest number of readers, my point is to re-publish the same research according to a new style in a magazine with a coefficient of influence respected .
If s/he "republishes" it will diminish the influence of the predatory journal.
Surely most universities will regard material on the Web and in predatory journals as "Unciteable" and by extension "unpublished"?
But will a predatory journal risk launching a copyright infringement lawsuit?
To raise the question another way: Which is more wrong, predatory publishing or republishing?
With ISSN/ISBN, you can not disregard and ignore an earlier publication on the ground that it is published in a predatory journal. Sorry. I fully agree with Subir Bandyopadhyay . You have to entertain and cite this publication.

It should not be republished unless and otherwise significant revisions have been made to the existing work in all aspects.
In addition to the above question, where you guys see the scope and role of "pre-prints". Now a days many journals offer this without even the paper is accepted.
All valuable journal (JCR Journal) uses software for checking plagiarism and checked all sentences. If there is more than 30 to 35% overlap. the manuscript most probably is rejected. I suggested you: 1. Paraphrasing your Manuscript 2. The authors can translate English paper to vernacular language, subsequently you can use new references and the chance of acceptance will be rise.

Most of the journals clearly state that MS submitted elsewhere for publication should not be submitted again. In this case its not submission, papers already published.
Before you submit, clearly read the instructions to authors ! Generally, they suggest not to submit article which is already published or submitted elsewhere for the possible publications.
Generally, author do some clever works, they try to publish two or three articles from same data, analyzing data in different title.
Once the paper is published in a way that people can find it, it is officially "published" regardless of whether the journal did legitimate peer review. You should not submit the same paper to a legitimate journal.
If you completely rewrite every paragraph, and provide something different that was not in the original paper, you may be able to succeed with a legitimate journal.
This is a hazard of academic life. The need for hasty publications is in fact reverse speed. Peer reviewed journals are the mainstay for recognition. There are no short cuts. Predatory journals do have a wide distribution factor so one cannot hide a genuine paper. Follow the author's guide. If it is difficult and involved, it is most likely a good journal for you. If it is easy, be careful of a third party expedition.
