I have a panel data set with nested structure, firms observed over a period of 8 years within states. If I run a simple panel regression (say, xtreg in Stata), is this taking care of the multi-level aspect of the data? As far as I understand, the panel regression overcomes omitted variable bias (through fixed effects) on single-level data.

I show entirely different results for my data when I run 'Mixed' (2-level model: firms within state) versus an xtreg.
