Frenulum is frequently damaged during circumcision, and absent in almost all hypospadias cases. But it is a natural feature of normal penis, and it is one of the most sensitive areas in male genitalia. Hypospadias repair has evolved from  just having a urethral meatus at the tip of the penis to having a ''normal'' penis. This may include foreskin reconstruction. For those communities who routinely have circumcision, penile frenulum is visible. Its absence is one of the major signs of previous hypospadias repair. So, I believe reconstructing frenulum may add to achieving a normal penis.
